Starting in November, Target stores nationwide will begin offering a 5-cent discount for every reusable bag you use. A trial run of the program showed a 58 percent drop in plastic bag use. Not a bad start. CVS drugstores will also give you $1 back for every four purchases you make without asking for plastic. With billions of plastic bags sitting in landfills, these small steps can go a long way.
